R&R commitments could not be made. No party accepted
accountability.

Developed R&R metrics and tracking system with
control through visibility. Planned capacity and resources
for R&R effort. R&R turnaround time shortened
from 65 days to 20 days (Goal was 30 days). R&R
capacity increased 150%.
